Why an index of documents you cannot read is worth publishing
Two reasons. First, it is the audit trail: when a fee on this site is questioned, the answer is a specific document with a date, and saying which document exists is most of the answer. Second, it is the honest shape of the work. A reference site that presents itself as having sprung fully formed from official sources is misrepresenting how the sausage is made. The record was assembled by an operating business, some of the research carries that business's fingerprints, and the correct response is to publish the subject matter, withhold the text, and say which is which - not to quietly pretend the withheld half does not exist.
